DEPARTMENT FUNCTION

 

 

          The Director of Public Services is responsible for leadership, management, and administration of all matters relating to the construction, maintenance, and operation of the physical properties and services of the City of Hastings.  The Director is responsible for all planning in connection with any changes in, improvements of, or additions to such properties or services as are required to meet the needs of the City and its inhabitants.  The Director is also responsible for other duties as assigned by the City Manager.

 

The Director administers the Parks and Recreation Department, the Water and Sewer Department, the Major Street Department, the Local Street Department, Equipment Fund activity and functions, and assists several other City Departments (such as the Downtown Parking District, the Incubator, Library, and the DDA).

 

GOALS AND OBJECTIVES

 

 

Goal 1:

 

To provide general oversight and administration of the Parks and Recreation Department, the Local Street Department, the Major Street Department, the Water and Sewer Department, and Equipment Fund activities and functions.

 

Objectives:

 

1.                  To interact on a daily basis with the Superintendent of Streets and Construction and to coordinate activities and to insure successful completion of ongoing operations.

 

2.                  To interact on a daily basis with the Water Treatment Plant and Wastewater Treatment Plant personnel and to coordinate operations and activities to insure successful operation of each plant.

 

3.                  To communicate as needed with the City Manager to insure operations comply with the overall guidelines and objectives established by the City Council and administered by the City Manager.

 

4.                  To provide effective feedback and communication as necessary to modify methods and practices within the various Departments, aligning them with the strategic objectives established by the City Council and City Manager.

 

 

Goal    2:       

 

To provide an effective and convenient point of contact for the residents of the City and others to communicate problems, needs, and desires regarding the services provided by the departments administered.

         

Objectives:

 

1.              Staff positions sufficiently to allow timely response to inquiries from the public.

 

2.              Provide and promote communication channels to allow proper and effective response to public inquiry to the extent that such action fulfills the objectives established by the City Council and the City Manager.

 

3.              Foster continued internal development of practices aimed at continually improving the methods used in interacting with individuals outside the departments.

 

4.              Work to maintain and improve the departments’ reputation developed through many years of exemplary service.

 

Goal    3:

 

To provide a center of authority for personnel administration and development for employees working within the departments.

 

Objectives:

 

1.              Promote effective vertical and horizontal communication at all levels of the departments.

 

2.              Provide and promote methods of individual and group development within the departments.

 

3.              Adequately staff the department to address personnel and personal issues.  Foster a community sense of pride in occupation and a desire to improve and excel.

 

Goal    4:

 

To provide a central point for storage and efficient access of records containing information regarding utilities, infrastructure, planimetrics, topography, and other physical conditions and improvements within the City.

 

Objectives:

 

1.              To bring existing records and data files up-to-date.

 

2.              To develop electronic, tangible, and other methods of data storage which provide the most convenient manner available of updating and accessing information within the means of the City and policies established by the City Council.

 

3.              Provide in-house staff and coordination of the work (both in-house and contractual) involved in accomplishing the above tasks. 

 

4.              Provide staff to effectively support public and in-house access and retrieval of information contained within the data storage system.
